In the current era, Higher Education Institutions (HEIs) are experiencing severe pressure from continuously changing environment and tough competition in attracting learners and providing high quality educational services. As a result, HEIs are seeking strategies to enhance quality and build a sustainable competitive advantage battling against these challenges (Trivellas et al., 2012). Although the concepts of quality, quality assurance or quality control have been integrated into the discourse of HEIs, the efforts to develop and manage a quality culture have lagged behind. This article reviews previous literature on quality, quality culture, and some directions in the development of a quality culture that can guide HEIs from quality culture theory to educational best practices.
